Certifying the results is a step states take so that winners can be officially confirmed. The Associated Press and other media outlets on Saturday declared Mr. Biden the winner of the presidential election after analyses concluded that Mr. Trump couldn’t gain enough votes from remaining ballots to surpass Mr. Biden.
